Tony Palumbo
With more than 35 years of experience in the insurance industry, Tony Palumbo’s track record in growing sales, revenue, net profit and revenue per person demonstrates an unyielding commitment to excellence. Currently President and CEO of Palumbo Insurance Associates in Bel Air Maryland, Tony is building a network of Alternative Risk Transfer solutions for the Healthcare profession and is also focused on assisting Federal Government Contractors with Risk Management and insurance solutions in support of their work with the Federal Government. Before founding PIA, as President and Chief Operating Officer of Clements International in Washington D.C., he led the company’s strategic and operational objectives, doubling the premiums written from 20 million to over 40 million dollars, increasing return on revenues by more than 50 percent, hosting agents and delegations from Asia and Europe to enhance and expand its global network, and introducing unique medical products for The Peace Corps and American International Schools around the globe, among other achievements. Under his guidance, the company became a Lloyd’s of London Cover holder and was cited as a “Best Practices” agency by The Independent Agents & Brokers of America. Prior to joining Clements International as director of operations in 1996, Palumbo served as vice president of customer accounting services for The Maryland Insurance Group. Palumbo was also with Fireman’s Fund for 11 years in New Jersey, New York City and Chicago with his last assignment being AVP of the mid-west regional operations center. Also Palumbo is certified and licensed in a number of states for an array of insurance products, including , property and casualty; life and health; excess and surplus lines, and has written articles and chapters that have appeared in Global Insight and Business Change and Re-Engineering Journal of Corporate Transformation. Palumbo lives in Bel Air, Maryland with his wife and family.
James R. Walker
Served as the president and CEO of Baltimore Washington Medical Center in Glen Burnie , Md , a position he’d held since 1992. Baltimore Washington Medical Center is a 296-bed acute care medical center with annual revenues of more than $290 million and more than 19,000 admissions.
Under his leadership, Jim spearheaded five major building projects, transformed the facility into one of Maryland ’s premier medical centers, and successfully merged it with the University of Maryland Medical System in 2000. In addition, he developed strong revenue and volume growth, established the Tate Cancer Center, the Maryland Vascular Canter, and the Aiello Breast Center, and the facility was named among the nation’s top 100 by Solucient. He also expanded its subsidiaries by acquiring the Mt. Washington Pediatric Hospital, a 111-bed facility in 1997 and elevated the leadership of the medical staff by employing full-time chairs of major clinical departments; he increased the emergency department patients to more than 90,000 annually and implemented the Quest for Excellence program.
Jim began his career in healthcare administration in Atlanta, Georgia where worked for Holy Family Hospital. In 1969 Jim joined Baltimore Washington Medical Center as an administrative resident and soon moved up to the position of assistant administrator, a position he held until 1977. Jim became the hospital’s executive vice president and chief operating officer in 1977, involved in all phases of the facility’s operations.
He earned a master’s degree in hospital administration from Georgia State University in 1969 and a Bachelor of Arts degree from the same institution in 1967. He lives in Stevensville, Maryland with his wife and family.
Dave Messersmith
Dave joined PIA in 2010 as our Executive Vice President. Dave brings more than 20 years of experience in the insurance industry that includes business development, account management, marketing and branding, and company and agency operations management. Prior to joining PIA as EVP and partner, he held the same position at Raley Watts & O’Neal and prior to that he has served in a variety of roles including as a Vice President for Business Development for an education risk retention group and as a Vice President of an independent agency focused on international business. He spent the first 10 years of his career at Chubb Insurance, holding a variety of positions in underwriting rising to Assistant VP before leaving to head Reliance Insurance’s Mid-Atlantic Territory. He graduated from Colgate University in Hamilton, NY earning a Bachelor's Degree in Geology and History. He is extremely active in the community with the Leukemia Lymphoma Society, Kohl’s Cup, Lace Up for the Cure, and other youth programs. Michael Palumbo
Recently licensed by the state of Maryland as a Property/Casualty producer, Michael Palumbo has joined Palumbo Insurance Associates in that role. At the age of 18 Michael interned at Clements International, a Washington D.C. Managing General Agency and Brokerage. Michael attended Harford community college major in business. Currently, Michael is responsible for Personal Lines and agency administration for Palumbo Insurance Associates. He resides in Bel Air, MD with his family.
Edmund Thomas Palumbo
Lance Corporal United States Marine Corps Reserve has joined Palumbo Insurance Associates in 2011 as an Account Executive. Edmund has been a licensed insurance producer since 2007 after achieving his Associates Degree from Harford Community College. While attending college Edmund honed his sales and marketing skills working part time for Vector Marketing/Cutco Cutlery. Following college Edmund interned at the world famous Lloyd’s of London Insurance Exchange with one of the largest independent brokerage firms in London, Miller Insurance Services. Following his work in London Edmund went on to work in the United States with Nationwide Insurance for over a year. Additionally Edmund has worked in the construction industry and first responder field as an Ocean Rescue Beach Supervisor for over 7 years and is a graduate of the Monmouth County New Jersey Surf Life Guard Training Academy. In 2008 Edmund felt the desire to serve his country and joined the United States Marine Corps Reserves. He did his basic training in Parris Island, SC at the USMC East Coast Recruit Training Center. After graduating from Parris Island Edmund did his Combat Infantry Training at Camp Lejeune, North Carolina followed by his MOS training at Fort Lee Virginia. Currently Edmund is assigned to Bolling Air Force Base, Washington D. C. At this point in Edmund’s career he wants to pull together all his life experiences to assist clients with finding the right insurance solution for the markets served by PIA, Government Contractors, Healthcare professionals and the construction trades.

Jie Li
While in China Jie Li has worked as an editor in Henan Textile publishing from 1989 to 1992. She also worked as a part-time patent agent for Henan Patent Firm from 1985 to 1992 At the end of 1992 Jie came to the United States, starting college in January 1993 at Georgia Tech. Jie obtained MS in Textile Engineering from Georgia Tech in 1996 and obtained her MBA from Johns Hopkins University in 2002. After that Jie worked for Northrop Grumman (www.northropgrumman.com) from 1997 to 2001 as an IT professional, and for ITSC (www.itsc.org) from 2001 to 2003 at a senior staff position. Upon returning to China, Jie worked for MaxDot Information System in Nanjing as a Project Manager, from 2003 to 2008. Jie decided to switched to insurance industry in 2008, and is licensed in life, property & casualty insurance. She joined Palumbo Insurance Associates in 2009.
Rick Tepel

In 2005 Rick Tepel became chief executive officer of Raley, Watts and O'Neill. As CEO, Rick is actively involved in the various daily operations of RWO including sales, client services and financial management. His insurance career began in 1994 with J. Frank Raley Insurance, which is now a part of RWO. In addition, to currently serving on several insurance company agency councils, Rick is on the Board of Trustees for Historic Sotterley, a member of the Foundation Board for the College of Southern Maryland and also a Board member of Big Brothers Big Sisters of Southern Maryland. He received his Bachelor’s degree in English and History from Drew University in Madison, NJ. Rick and his family live in Southern Maryland.
Paul Warney
Graduated from Rowan University with a BA degree in business administration and dedicated time in the psychology field working with autistic children. In 1998 Paul became a successful business owner and manager. In 2009 he was introduced to the Alternative Risk Transfer programs by Palumbo Insurance Associates, a nationwide General Agency for the medical malpractice and healthcare programs. Alternative Risk Transfer programs have exceptional cost efficient, asset creating, Medical Malpractice Insurance program that the entire medical industry will want to employ. Additionally, Paul represents the HealthCare program for medical facilities also distributed by Palumbo Insurance Associates in conjunction with first line brokers at Lloyd’s of London. Paul is working with Palumbo Insurance Associates in actively distributing Alternative Risk Transfer programs and the HealthCare programs as an advisor to Physicians, Physicians Groups and Healthcare facilities. Mr. Warney will be able to realize his greatest potential by consulting with the Medical Industry on how to manage their liability risks with more cost efficiency while building wealth at the same time.
